Patna HC orders universities to answer on utilisation certificates

PATNA: on Wednesday while hearing a (PIL), ordered ten different universities in the state to file a counter affidavit within six weeks for not giving of fund of Rs 230.45 crore to University Grants Commission (UGC) since 2007.
The division bench of Chief Justice Rajendra Menon and Justice Anil Kumar Upadhyay while hearing the PIL filed by an Veteran forum for transparency in public life, also ordered the state government to file a counter affidavit on the issue. Counsel Ritika Rani appeared for the NGO before the bench.

The NGO, through RTI, came to know that the UGC altogether allocated Rs 287 crore fund for 11th and 12th five years plans between year 2007 to 2012 and 2012 to 2017 to Patna University, Magadh University, Babasaheb Bhimrao Ambedkar Bihar University, Tilka Manjhi University,Chanakya National Law University and some others but utilization certificate for fund of only Rs 57 crore was provided to the UGC till now.

The NGO also sought information from UGC under RTI in which it informed that the central agency on May 21 last year, had decided to form a committee for taking action against those university of Bihar who were yet to submit utilization certificates and also to derecognise them if required. The NGO through the PIL, has urged the high court to take action against the responsible officers and order vigilance enquiry on the matter by lodging an FIR.
